The program was explicitly stated to have run smoothly and without any problems. However, the situation is different when implicitly relied on. It turns out that there are still dissenting voices, albeit only low-key, about alleged illegal levies (pungli) within the One-Stop Integrated Administration System (Samsat) building. One such source is the Kuningan Regency Samsat building at Jalan Aruji Kartawinata No. 8, Kuningan, Kuningan District, Kuningan Regency, West Java, which is one source of these dissenting voices.

De facto, the Kuningan Regency Samsat is one of the Samsat offices in West Java that actively promotes itself as an extortion-free zone. Its digital footprint on Google is also virtually devoid of news about this. However, search results indicate no specific reports of extortion at the Kuningan Samsat. Furthermore, the Kuningan Samsat (Vehicle Registration Office) has reportedly made efforts to eliminate opportunities for brokers to engage in extortion. The public is also urged to report any such practices.

Okay, if that’s the case. However, what about the dissenting voices? A number of residents have complained about being asked to pay additional fees beyond the official regulations, particularly at the Service Counter for Reporting Vehicle Unblocking Without a Vehicle Registration Certificate (BPKB) (bank leasing).

An applicant, identified only as FD and residing in the Gibug area of Cigadung, Kuningan, West Java, admitted to being asked to pay additional fees beyond the regulations. It’s quite substantial, considering the amount. It’s especially distressing because the request was made before the amnesty program had ended.

According to information from several informants at progresifjaya.id in Kuningan Regency, the additional fee requested for the process of unblocking four-wheeled vehicles (R4) was Rp850.000. Meanwhile, for two-wheeled vehicles (R2), the additional fee requested was Rp350.000.

“The additional fees are levied without a receipt. They’re simply a code entered in the application documents,” said FD on Saturday (18/10).

In addition to the additional fees mentioned above, FD added that there’s also extortion for applicants who want to be quick and use a fraudulent method called ‘KTP Nembak’. This is an illegal service that allows vehicle tax renewals without the need for the owner’s ID card. The fees for this illegal service are Rp185.000 for a four-year vehicle registration (R4) and Rp125.000 for a two-year vehicle registration (R2).

Meanwhile, for a five-year vehicle tax renewal without the original BPKB and just a leasing certificate, the price is Rp1,8 million for a R4 and Rp1,3 million for a R2.

Regarding this extortion, applicant FD admitted that he remains disappointed even though the process of unblocking his vehicle at the Kuningan Regency Samsat has been completed.

“Who wouldn’t be disappointed? I came to unblock my vehicle so i could pay my taxes, but instead i was extorted Rp850.000 to just lubricate the unblocking process. Without a receipt. Hadeuh,” he grumbled.

FD’s discordant tone can be used as evidence of the weak oversight of public services at the Kuningan Regency Samsat. Taxpayers are victims and have already suffered financial losses. Another disadvantage is the loss of taxpayers’ right to transparent service, which is also being ignored.
