Implementing a Hunting System, Operation Zebra Jaya 2025 Will Run 24 Hours Non Stop

progresifjaya.co.id, JAKARTA — The implementation of Operation Zebra Jaya 2025, from November 17th to 30th 2025, is part of the strategy to create conditions ahead of Operation Lilin and the 2025 Christmas and New Year holidays. It is also a response to the high number of traffic violations and accidents in Jakarta.

To further clarify the situation, Kombes Pol Komarudin, Director of Traffic Polda Metro Jaya released data for analysis. As of October 2025, he stated, more than 500.000 traffic violations were recorded within the Polda Metro Jaya jurisdiction. These violations have triggered more than 11.000 accidents, with more than 600 fatalities.

Jasa Raharja has also disbursed more than Rp100 billion in compensation to accident victims from January to October 2025. Kombes Pol Komarudin continued, stating that this situation is already considered very concerning.

To reduce the number of violations and accidents, the Polda Metro Jaya along with the POM TNI, the Transportation Agency (Dishub), and other supporting agencies, are collaborating to deploy 2.939 personnel to enforce and enforce traffic laws during Operation Zebra Jaya 2025.

The only difference compared to previous years is that this year’s enforcement and enforcement will utilize a hunting system, rather than stationary raids. The hunting system involves active sweeps by joint officers at points prone to violations. This method is considered more effective because it targets violators directly in the field.

Meanwhile, enforcement measures themselves will continue to rely on static ETLE and mobile ETLE cameras. The mobile ETLE cameras, in particular, can capture violations from both sides simultaneously, both front and rear. This technology is intended to minimize the prevalence of motorcycles without TNKB (vehicle registration number) registrations, which can also be a tricky way to avoid TNKB detection by ETLE cameras.

“We have divided the operation into three activity patterns. 40% of the activities are directed at preemptive measures in the form of outreach and appeals, another 40% are directed at preventive measures through increased personnel in the field, and the remaining 20% are law enforcement,” explained Kombes Pol Komarudin.

“Our hope is that public compliance will increase. This will reduce violations and reduce the number of accidents,” he added.

Finally, he also mentioned that Operation Zebra Jaya 2025 has identified 11 target violations to be addressed. These include not wearing helmets, underage driving, excessive speeding, loud exhausts, alcohol use, illegal racing, counterfeit vehicle registration plates (TNKB), and misuse of diplomatic plates or TNI-Polri plates.

“Operation Zebra Jaya 2025 will run 24 hours a day non-stop. Patrols will continue until late at night, covering all roads in Jakarta, both those with and without e-TLE. This will be implemented simultaneously throughout Indonesia,” Kombes Pol Komarudin added. (Bembo)
