progresifjaya.co.id, CIAMIS – The Polres of Ciamis through their Human Resources (HR) Division, conducted a training session on Samapta technical police functions. This activity aims to enhance the skills, knowledge, and professionalism of personnel in carrying out their duties in the field.
The event took place at the Pesat Gatra Hall of the Ciamis Police Headquarters on Thursday, October 8, 2026, starting at 09:00 WIB.
The training was led by the Head of the Polres of Ciamis Police Samapta Unit, Iptu Zezen Zaenal Mutaqin, under the supervision of the Head of the Polres of Ciamis Police HR Division, AKP Masrokan. Also in attendance were the Deputy Chief of Polres of Ciamis, Kompol Sujana; the Head of the HR Division, the Head of the Samapta Unit; and personnel from both the Samapta Unit and various sector police stations (Polsek) under the Polres of Ciamis jurisdiction.
During the event, participants received briefings from the Deputy Chief of Polres of Ciamis and the Head of the HR Division. This was followed by a presentation on Samapta technical functions delivered by the Head of the Samapta Unit, Iptu Zezen Zaenal Mutaqin.
The material covered included Kapolri Regulation (Perkap) Number 1 of 2009 regarding the use of force in police actions. Personnel were instructed on the principles that must be considered before determining the appropriate level of force: legality, necessity, proportionality, general obligation, prevention, and logic.
Additionally, the training addressed the handling of public demonstrations, focusing on refining service protocols based on escalation levels. Personnel were required to prioritize professionalism and proportionality while adhering to human rights standards.
Participants also gained an understanding of the five escalation levels in handling demonstrations, ranging from orderly conditions to states of disorder, chaos, rioting, and severe rioting. Another topic covered was Initial Actions at the Crime Scene (TPTKP), intended to equip personnel with the necessary skills to respond to and handle incidents in the field.
Kapolres of Ciamis, AKBP Eko Iskandar represented by Deputy Chief, Kompol Sujana stated, that this technical function training is crucial for enhancing personnel readiness to carry out police duties professionally and in accordance with regulations.
“This training serves as a means to improve personnel capabilities and understanding regarding field operations. Every police action—particularly the use of force—must be grounded in law, necessity, and the specific situation at hand, and must be executed proportionately and accountably,” said Kompol Sujana.
He added, that personnel must prioritize preventive measures as well as the safety of both the public and fellow officers during every assignment. A solid understanding of initial crime scene procedures and the handling of public demonstrations is expected to boost personnel readiness for various field scenarios.
The training received a positive response from the participating personnel. The material provided was deemed valuable for enhancing the knowledge and skills required for their duties, thereby making personnel better prepared to provide service, protection, and support to the community.
This Samapta Technical Function Training was organized by the Polres of Ciamis Human Resources Division as part of an initiative to strengthen the institution and enhance personnel competence. The event proceeded in a safe, orderly, and conducive manner. (Bembo)
