East Jakarta Kantah Is Slow and Its Head Is ‘Mute’, HAT Replacement Request Has Not Been Granted for 3 Years

The East Jakarta Land Office has not responded to Louise G Takasihaeng J’s stalled application for a replacement HAT for her SHM.

progresifjaya.co.id, JAKARTA – The East Jakarta Land Office (Kantah) is displaying its slow and unresponsive performance in serving the public. An elderly applicant, Louise G Takasihaeng J, applied for a land title (HAT) to replace her lost land ownership certificate (SHM). However, her application has been going on for three years and has not been granted.

Louise officially filed the replacement request on November 23, 2023. However, as of June 2026, the East Jakarta Land Office has not responded at all to the replacement.

Louise’s application was registered under number 68939/2023 and signed by a counter officer named Aditha Pratama on behalf of the Head of the East Jakarta Land Office, dated November 23, 2023.

The official application clearly stated the application for replacement of a HAT (Hat) for the type of SHM (Freehold Title) with number 09040605100946. The documents included in the application included a letter of application, a police report of loss, photocopies of the KTP (National Identity Card) and KK (Family Card), a photocopy of the owner’s identification, and a photocopy of the land title certificate. The supporting requirements for the application were already complete and required no corrections.

Technically, replacing a lost HAT for a type of SHM actually only takes 40 working days. This period is divided into 30 days for announcing the lost SHM in newspapers (print media) and on the Kantah notice board. After that, the certificate issuance period is 10 days, after ensuring there are no objections.

Concerned about this slow and unresponsive service, applicant Louise then tried to question the Head of the East Jakarta Land Office (Kakantah), Wawan Hermawan, in March 2026.

When first questioned, Kakantah Wawan responded that the information from the filing system had been closed and asked to re-register. However, after that, he suddenly became speechless and ran away to avoid further questioning. Damn it!

“I’m surprised, confused, and annoyed by the East Jakarta Kantah’s service. It’s really slow, unresponsive, and irresponsible. My application for a replacement HAT SHM (right-to-land title) has all the requirements and has been registered. But after registering, there’s been no follow-up regarding the replacement. And it’s been three years. 1.095 days if you count days in three years,” Louise exclaimed annoyed.

However, Louise continued, administratively, the East Jakarta Kantah has the original land certificate archives for every certificate issued. This means that even if the physical certificate is lost, legally, land ownership remains valid and protected.  All i have to do is resubmit the application for a replacement certificate to the issuing Land Office.

“The East Jakarta Kantah claimed they didn’t have the HAT for my lost SHM. The East Jakarta Land Office was also silent and evasive. This means an administrative violation has occurred,” said Louise.

“Someone should be responsible for making a policy on this issue so it doesn’t drag on and become unresolved,” she added.
