East Jakarta Kantah Performance is Slow and Unresponsive, Allegedly Extortion

progresifjaya.co.id, JAKARTA – The slow and unresponsive performance of East Jakarta Land Office (Kantah) officers has come under sharp scrutiny from the Head of the Regional Apparatus Misconduct Monitoring Agency (LP2AD), Victor Irianto Napitupulu. According to him, the slow and irresponsible performance demonstrated by East Jakarta Kantah officers must be evaluated and decisive action taken.

Victor’s statement refers to the case of an elderly applicant named Louise G Takasihaeng J. Louise applied for a land title (HAT) to replace her lost land ownership certificate (SHM) in 2023. However, as of 2026, her application had not been granted.

Louise submitted the replacement application on November 23, 2023. However, as of June 2026, the East Jakarta Kantah had not responded at all to issue a replacement.

Louise’s application was registered under number 68939/2023 and signed by a counter officer named Aditha Pratama on behalf of the Head of the East Jakarta Land Office, dated November 23, 2023.

The official application clearly stated that the application was for a replacement of a HAT (Hat) for a SHM (Freehold Title) with number 09040605100946. The documents included in the application included a letter of application, a police report of loss, photocopies of the KTP (National Identity Card) and KK (Family Card), a photocopy of the owner’s identity card, and a photocopy of the land title certificate. The supporting requirements for the application were complete and required no further corrections.

“When Mrs. Louise filed the application, the Head of the East Jakarta Land Office was Dony Novantoro. The current Head of the East Jakarta Land Office is Erwin Sopyana. But the change in leadership between 2023 and 2026 is not a logical reason to delay Mrs. Louise’s application. In fact, this demonstrates the poor management implemented by the East Jakarta Land Office,” Victor blurted out on Saturday, June 13, 2026.

He stated that Mrs. Louise’s application should have been completed administratively within 40 days, not three years. However, in reality, the application had been delayed for three years without any explanation. When this case was re-examined, the current Head of the East Jakarta Land Office argued that the incident did not occur during his tenure.

“It’s logical, Mrs. Louise’s application was still stalled during Erwin Sopyana’s tenure. How could he argue that it didn’t occur during his tenure? It’s strange, yet true, and at the same time, foolish for such a statement to come from an official at the level of the land office head,” Victor remarked.

According to him, as the head of a public service institution, Erwin Sopyana should have been immediately responsive and responsive to resolve this case, rather than acting as if he didn’t know anything.

In theory, Victor continued, a responsive and responsive public service system is one that is user-oriented. It is also adaptive to change and proactive in resolving community problems. This system prioritizes empathy, open communication, and the use of technology to provide appropriate solutions.

The main pillars for building a responsive and responsive public service system must also be user-oriented. Service procedures and policies are designed based on the community’s experience and real needs.

Next is responsiveness. This pillar addresses the willingness of officials to help sincerely, quickly, and responsibly with regard to service quality.

Next is adaptability and openness. This pillar addresses the ability to adapt to changing times, such as the use of digital technology and new innovations.

Finally, there is the pillar of inclusiveness and equality. This is about ensuring that all segments of society have equal and fair access.

“If we look at the pillars of this system, there will no longer be any talk about how much money is needed to obtain this or that. Everything is measured and structured openly, and known to the public. If there are still such statements, it means there are suspicions of widespread extortion in the East Jakarta Regional Government Office. Let’s be honest,” said Victor in his analysis.
