progresifjaya.co.id, JAKARTA – The issuance of five secret telegrams (STR) from the Kapolri, Jenderal Pol Listyo Sigit Prabowo, on Monday, December 15, 2025, has triggered personnel and job changes at thousands of service posts across the country. All levels are affected by this process. No one is spared, from the Polri Headquarters (Mabes Polri), to the Regional Police (Polda), all the way down to the Resort Police (Polres).

This situation is actually understandable and considered normal. Moreover, the five STRs issued are firm and orderly in nature, with the same adverbial phrase: job transfer or transfer of duties, along with the assigned post.

An explanation of the adverbial phrases mentioned in the five STRs signed by the Assistant Kapolri for Human Resources (As SDM), Irjen Anwar emphasized, that 1.086 Polri personnel, from high-ranking officers (Pati) and mid-ranking officers (Pamen) across Indonesia, were reassigned for various reasons.

The Polda Metro Jaya also experienced this shift in duties and positions. Fifty-one mid-ranking officers were reassigned, holding both strategic and structural positions, as well as functional positions.

In his explanation to the media, Brigjen Pol Trunoyudo Wisnu Andiko, Head of Public Information Bureau of the Polri Public Relations Division stated, that the current transfer of thousands of Polri personnel is a normal process. Besides being a form of internal refreshment, the transfer process also serves as a form of career development and professionalism improvement to ensure the quality of public service is maintained and continuously improved.

“The job transfer process is mandatory. In addition to refreshing and improving professionalism and work skills, this process can also be interpreted as a coping mechanism to prevent and ward off potential boredom or saturation, often called burnout, from the hearts and minds of personnel. It can also be called a solution or preferred way out,” he explained, confirming his understanding.
