Launch of the Pamapta and Formation of the Polda Banten Negotiation Team, Kapolda Hengki Emphasizes Four Important Points

progresifjaya.co.id, SERANG – The roll call for the launch of the Police Supervisory Agency (Pamapta) and the formation of the Polda Banten Negotiation Team and the Polres/Ta ranks was held at the Polda Banten headquarters on Monday, (20/10). The roll call was led by Kapolda Banten, Irjen Pol Hengki and attended by all senior officers (PJU) of the Polda Banten.
This roll call is part of the Polri’s institutional transformation towards a more precise, responsive, and humane organization. It is also a strategic step to improve the quality of Polri’s services to the public.
“This launch event has a very important meaning within the framework of the Polri’s institutional transformation towards a more precise organization. As stipulated in the Kapolri’s Decree No. Kep/1438/IX/2025 and the Kapolri’s Letter No. B/19996/X/KEP./2025, the nomenclature change from Head of the SPK Unit to Police Supervisory Agency or Pamapta is not merely administrative. It is part of strengthening the integrated police service function,” explained Kapolda Hengki in his directive.
He also stated, that Pamapta will be the frontline of the Polri in interacting with the public. Everything from receiving reports and providing first aid at crime scenes and processing police correspondence to patrolling and securing public events will be the job description of Pamapta.
“This task demands professionalism, discipline, decisiveness, and empathy. Therefore, the Pamapta must be able to become problem solvers, not just recipients of reports. Because the image of the Polri is first formed in the eyes of the public. And the Pamapta will be the spearhead,” emphasized the two-star general, who was born on Batu Island, Negeri Agung, Way Kanan, Lampung, on January 7, 1971.

Meanwhile, regarding the Negotiation Team of the Polda Banten and the Polres/Ta ranks, which were also inaugurated, Kapolda Hengki described them as a concrete manifestation of the Polri’s humanistic and persuasive approach. The team, comprised of trained female police officers with the rank of Pama and NCO, was formed to prioritize a dialogical approach to address potential social conflicts, demonstrations, and community dynamics.
“The Negotiation Team was formed to always prioritize dialogue, effective communication, and self-control. All of these strategies are used while still protecting human rights and maintaining public order and security,” explained the high-ranking officer from the Patria Tama Battalion, Akpol 1995.
Furthermore, in his directive, Kapolda Hengki emphasized four key points to the Pamapta and Negotiation Team personnel. The first was to carry out their duties with responsibility, empathy, and integrity, and to be present to provide a sense of security to the public. He then emphasized improving technical and tactical communication skills, as well as mastering standard operating procedures (SOPs) and supporting technology.
Further emphasis was on strengthening synergy between functions and acting as a liaison between Samapta, Intelkam, Reskrim, and Lantas. Finally, he emphasized maintaining the image and dignity of the Polri, avoiding arrogance, and instilling a culture of wholehearted service.
The presence of the Pamapta and Negotiation Team also affirms the Polda Banten commitment to consistently presenting a police force that is not only firm, but also humane and communicative, and whose presence always provides solutions for the public.
“Hopefully, the presence of the Pamapta and Negotiation Team throughout the Polda Banten will make public services faster, more accurate, and more humane.
