Closing the 2025 Regional Police Chiefs’ Roll Call, the Wakapolri Reminds +62 People Hopes for a More Humane, Responsive, and Transparent Polri Force

progresifjaya.co.id, JAKARTA – The 2025 Regional Police Chiefs’ Roll Call represents the initial expression of the hopes of +62 people for a more humane, responsive, and transparent Polri Force. It also upholds the principle of serve and protect.
Not only that. This roll call also serves as a momentum for reflection, knowledge transfer, and joint evaluation of the Polri’s performance in 2025. It also serves as a foundation for improving the performance of the Bhayangkara Corps in the future.
This was the essence of the mandate conveyed by the Wakapolri, Komjen Pol Dedi Prasetyo, when closing the 2025 Regional Police Chiefs’ Roll Call at the Mobile Brigade Corps (Brimob) Training Unit, Cikeas, West Java, on Wednesday, (26/11).
Wakapolri Dedi also stated, that as a state institution, the Polri is never immune to criticism. Input from the public, academics, and observers has always been the foundation for the Polri to become better, more professional, and trusted by the people. Alright, sir.
Therefore, he continued, the Polri always invites external parties to submit written suggestions regarding changes in the paradigm for handling demonstrations (unras) as a means of public participation in the drafting of the Kapolri’s Regulation (Perkap).
The Polri is currently drafting a new Perkap regarding the handling of demonstrations. This step is part of the institutional transformation for the better.
“The drafting of the Perkap was carried out carefully, taking into account input from a coalition of civil society, experts, and academics. The drafting was based on comparative studies, including combining plans for references to the UK to deepen the concept of the code of conduct,” said Wakapolri Dedi.

Furthermore, the three-star general, born in Magetan on July 26, 1968, continued, adding that a comparative study will be conducted in January to deepen the five-stage action cycle that is the standard for policing in the country nicknamed the Land of the Queen.
The new regulation will replace the three-stage (green-yellow-red) model with five stages, with six derived action steps.
“Every field commander will be required to submit a detailed report on their actions during the five stages of the protest. The report will be created in the form of a decision log as evaluation and accountability material to improve the professionalism of protest handling in the future,” he said.
Furthermore, Wakapolri Dedi emphasized that the Kapolres’s are future leaders of the Polri. Therefore, changes to the Polri for the better will be determined by the quality of the human resources who fill them.
“I urge all ranks to think critically when facing problems. They also need to be competent in finding solutions based on studies and facts in the field,” he added.
Deepening further, Wakapolri Dedi also touched on the lessons learned during the Black August and Black September incidents, which involved improvements to personnel tents in the field, as well as troop turnover, which lasted for up to a month.
A prototype for the new tent, which he referred to as more suitable, is currently being formulated through a comparative study. The tents will be more humane and less hot when used. They will be distributed gradually to all regional units.
“But overall, i still appreciate all ranks for their performance over the past year. And i also remind you to continue to align your vision with the Polri Transformation Acceleration Program and Quick Wins. Coz this reflects real and measurable changes in the Polri.
