The Kapolri’s Expert Staff Requests the Polda of North Sumatera  Bagwassidik Immediately Supervise the Sprindik Without Investigation at the Polres of Asahan

progresifjaya.co.id, JAKARTA – Edi Saputra Hasibuan, the Kapolri’s Expert Staff for Police Law and Criminology and Executive Director of the Indonesian Police Strategic Studies Institute (Lemkapi), has requested that the Investigation Supervision Section (Bagwassidik) of the Polda of North Sumatera Directorate of General Crimes (Ditreskrimum) work quickly, transparently, and be more cooperative in serving the public. This would align with the slogan of the acronym Presisi Polri, which is often promoted to the public with the words predictive, responsible, and transparent with justice.

Edi Hasibuan made this statement in response to the slow performance of the Bagwassidik Ditreskrimum Polda of North Sumatera in issuing the results of its supervision of public complaints (dumas) to the Polri’s Propam (Propam Polri) registered under number 260417000056 with complaint code 5617MUXK.

The public investigation itself concerns the issuance of Investigation Order (Sprindik) No. SP.Sidik/116/IV/RES.1.9/2026/Reskrim dated April 8, 2026, and Investigation Task Order (SPT) No. Sp. Gas Sidik/502/IV/RES.1.9/2026/Reskrim dated April 8, 2026, issued by the Polres of Asahan Criminal Investigation Unit without prior investigation.

The Sprindik and SPT were issued based on police report (LP) No. LP/B/234/III/SPKT/ASAHAN POLICE/NORTH SUMATERA REGIONAL POLDA dated March 10, 2026, filed by Meryana Sibarani, the complainant. The matter concerns the alleged forgery of Land Certificate (SKT) No. 500.17/002/2003/IV/2025 in the name of Parluhutan Samosir.

Report from the accused, Parluhutan Samosir, to the Polri’s Propam (Propam Polri) regarding the stalled supervision of the Polda of North Sumatera Bawassidik investigation warrant issued by the Polres of Asahan Criminal Investigation Unit.

Feeling wronged by the Sprindik, the reported party, Parluhutan, was displeased and immediately filed a public complaint with the Polri’s Propam (Propam). However, for 18 days, from April 18 to May 6, 2026, the complaint had been stalled at the Polda of North Sumatera Investigation Supervisory Section (Bagwassidik) without any clarity regarding the results of the supervision.

“The Polda of North Sumatera Bagwassidik should have promptly conducted supervision and returned the results to Propam for follow-up. Instead, they remained idle and did nothing, leading the public to believe the strike was futile,” Edi Hasibuan stated on Tuesday, May 5, 2026.

“And in line with the Polri’s Precision motto of predictive, responsible, and transparent justice, this kind of thing is actually detrimental. It’s a shame for the public who need and are waiting for justice,” he added.

He also stated, that issuing Sprindik and SPT without prior investigation is actually an ethical violation, especially under Law No.  Law No. 20 of 2025 concerning the new Criminal Procedure Code (KUHAP) stipulates that an investigation is a crucial initial stage before an inquiry to determine the nature of a crime. This stage is also structured and requires planning (targets, methods, and timelines). It also requires reporting of results for a case conference to determine the status of the crime.

“An investigation is not a standalone action. It is the first stage of an investigation. If there is no investigation, how can we determine the criminal evidence and the criminal incident? And how can we determine the perpetrator if there is no evidence?” Edi criticized.

Therefore, he continued, reflecting on this case, the Polda of North Sumatera Bawassidik Ditreskrimum must immediately conduct supervision to ensure there are no ethical violations. They must also work transparently and predictably, as the Polri’s duty is to serve the public.

“I ask the Polda of North Sumatera Bawassidik Ditreskrimum to immediately issue the results of their supervision of this case for follow-up by Propam. Don’t remain silent for too long. The Polri must work precisely, as instructed by the Kapolri,” Edi emphasized.
