Hearing of Commission III of the DPR RI.

progresifjaya.co.id, JAKARTA – Despite being in recess, House of Representatives (DPR RI) Commission III held a hearing with police officers from the Polda of South Sulawesi and Polda of Lampung as well as members of the public involved in cases in the two regions. The meeting was held to seek solutions to two cases that are also under public scrutiny. The meeting took place on Wednesday, July 22, 2026, at the Parliament Complex, Jakarta.

DPR RI Commission III Chairman Habiburokhman began the hearing by stating, “Even during recess, we are still able to attend in good health. God willing, we can find solutions to these two issues that are of public concern. We are not here today to blame or corner any particular party. We want to find the best solution.”

For the record, the first case occurred within the jurisdiction of the Polda of South Sulawesi. This case relates to a civil dispute between the public and the police, which has been finalized.

“I had the opportunity to communicate with the Kapolda of South Sulawesi. Alhamdulillah, he responded very well. Essentially, the Polda of South Sulawesi are committed to making payments according to the mechanism,” said Habiburokhman.

“Commission III will be committed to assisting and overseeing the budgeting of these funds. The budgeting will be handled here, so there’s no need for further delays. This will ensure the public is aware, and our colleagues at the Polda will also convey the solution,” he continued.

The second case concerns an issue in Lampung. According to Habiburokhman, residents named Supiah and Hartono were accused of hoarding gasoline, even though they were selling gasoline.

“Essentially, Ms. Supiah and Mr. Hartono were selling Pertalite gasoline, and they were accused of hoarding,” said Habiburokhman.

This case has drawn attention for not complying with the law enforcement guidelines in the new Criminal Code.

“Yes, of course we understand that there’s a new Criminal Code. The new Criminal Code doesn’t just regulate criminal acts and prohibitions. It also contains general rules, guidelines in the first book that we must understand together to implement these articles or prohibitions,” explained Habiburokhman.

“One of them is Article 36, which essentially regulates criminal liability. There is no crime without intent. There must be mens rea. If we want to accuse someone of a crime, there must be evidence that this person intended to violate the law, to hoard.”

“Don’t, for example, charge someone with hoarding just to earn a living. We want to find a solution,” Habiburokhman emphasized.
