The Korlantas Polri Makes the Policy of Paying PKB Without the Owner’s ID Card National, But Only in 2026

progresifjaya.co.id, JAKARTA – In response to the West Java Regional Revenue Agency (Bapenda) Circular Letter (SE) Number 47/KU.03.02/BAPENDA/2026, which stipulates that annual vehicle registration (STNK) renewals can be made without the ID card of the first or registered owner, the Polri Traffic Corps (Korlantas Polri) has also adjusted this policy by providing similar leniency to the public.

Previously, the policy requiring residents to bring the original STNK and the ID card of the person in control of the vehicle to pay motor vehicle tax (PKB) was only valid in West Java. The Korlantas Polri has now expanded this policy to be national in 2026.

The Director of Registration and Identification (Dirregident) of the Korlantas Polri, Brigjen Pol Wibowo stated in a statement, that vehicle registration regulations are clearly regulated by law.

“Everything is regulated by law, requiring vehicle registration. This applies to new registrations, annual validations, five-year renewals, or any changes, including changes in ownership and physical changes to the motor vehicle,” explained Brigjen Pol Wibowo to the media on Tuesday, April 14, 2026.

He also stated, that vehicle registration is carried out to monitor motor vehicles, including to improve tax compliance.

According to Article 61 of Police Regulation (Perpol) Number 7 of 2021, every STNK validation must include the vehicle owner’s ID card. The police want to ensure that the vehicle being registered is still in the name of the original owner or has changed hands.

From a humanitarian perspective, the police will continue to serve the public who wish to pay their PKB even if the vehicle is not in their own name. However, they are instructed to immediately transfer the vehicle’s ownership.

“So the question is, can people who want to pay vehicle tax without the previous owner’s ID card because ownership has changed? We can still serve them, but we’ll direct them to change the vehicle’s name immediately,” explained the high-ranking officer, a graduate of the Wira Satya Akpol Battalion 1996.

Regarding the policy’s expansion from West Java to nationwide in 2026, the Korlantas Polri is providing flexibility for transferring vehicle ownership to their own name until 2027. When paying the PKB, residents who don’t bring the vehicle owner’s ID card will be asked to fulfill several administrative requirements. One of these is filling out a declaration of ownership form and committing to the transfer of ownership next year.

“We will then provide people with a form stating that they are the owner of the vehicle. They can then submit a request for blocking, and then demonstrate their commitment to change the vehicle’s ownership next year, or in 2027,” added Brigjen Pol Wibowo.

“If you can’t afford to change the vehicle’s name this year, for example due to cost, even though the BBNKB II is free, we’ll give you the opportunity to change the name next year or in 2027. After that, the vehicle’s name must be changed,” he added.
