progresifjaya.co.id,  JAKARTA – The Indonesian Journalists Association (PWI) Central has established a membership reactivation policy until December 31, 2026, as part of the organization’s administrative restructuring, strengthening membership quality, and overall organizational consolidation.

The policy was decided during a meeting to discuss Regular Membership Cards (KTA) and membership upgrades, led by PWI Central Chairman Akhmad Munir, at the PWI Central Office in Jakarta on Thursday, July 9, 2026. The meeting took place in a hybrid format and was attended by PWI Central Management, the Honorary Council, and representatives from PWI Provinces from across Indonesia.

PWI Central Chairman, Akhmad Munir explained in his statement, that the policy is a follow-up to the organization’s evaluation of membership governance over the past six months.

“Through this policy, we want to ensure that PWI membership is truly orderly, professional, and in accordance with the Articles of Association. PWI membership cards are only issued to journalists who are still actively practicing their profession and fulfill the administrative requirements. This includes those who are still employed by a legally registered press company. This ensures that the organization has valid and accountable membership data,” explained Munir.

He also stated, that the organizational evaluation also identified several issues that still need to be addressed. Among them, there are still prospective conference participants who only apply for their membership cards just before the election, but are still able to run and even be elected. Many members also do not renew their membership cards, and some provincial administrators are still not optimally providing guidance and improving their membership status.

Therefore, the Central PWI has set a membership reactivation period until December 31, 2026. After this deadline, there will be no more discretionary policies from the General Chair regarding membership reactivation.

Munir also explained, that this reactivation policy is the final discretionary policy of the Central PWI General Chair to resolve any remaining administrative membership issues. This also serves to strengthen the spirit of organizational unity following the dualism conflict that occurred within the PWI.

“We are providing this discretion as a final opportunity to resolve membership issues comprehensively. The goal is not only to organize the organization’s administration, but also to ensure that all active journalists have an equal opportunity to rejoin the PWI in the spirit of unity and reconciliation,” explained Munir.

“After December 31, 2026, there will be no more discretionary policies regarding membership reactivation. All provisions will be fully enforced in accordance with the Articles of Association and Bylaws,” he added.

He also emphasized, that membership card (KTA) extensions can only be granted to members who are still actively working as journalists at their respective media companies. Members who are no longer working as journalists will not be eligible for membership renewal by the regional PWI. The selection and verification process for membership at the district/city level is the primary responsibility of the Provincial PWI.

Formation of a Special Verification Team

The meeting also agreed to establish a Special Team consisting of members from the Honorary Council, the Organizational Division, the Journalism and Organizational Orientation Team (OKK), the Secretary General, the Regional Development Division, and the Development and Legal Defense Division.

This team is tasked with monitoring and verifying all KTA issued during the previous leadership period.

All KTA issued under the previous leadership will be verified in accordance with the Articles of Association (AD/ART), provided that they have participated in the OKK, passed the Journalist Competency Test (UKW), have not received any organizational sanctions, and have obtained a recommendation from the Provincial PWI. The Provincial Honorary Council will also be involved in the verification process, and each application must be accompanied by the approval of the Provincial Honorary Council.

Various Input from Regional PWI Members

The meeting also discussed various input from the Provincial PWI Members. The Jakarta PWI, for example, proposed a mechanism for replacing lost membership cards (KTA) due to organizational dynamics. Central Kalimantan requested clarification regarding inactive senior members. Maluku questioned the status of members who held KTAs before 2012. Banten proposed that members who late in activating their KTAs retain their voting rights but are not yet eligible to be elected at the conference.

West Java, meanwhile, urged that the implementation of discretion ahead of the Provincial Conference should not create new problems. Voice from West Sumatra questioned the acceptance mechanism for members who have completed the UKW but are not yet PWI members. Lampung requested clarification regarding members who have been inactive and wish to rejoin through the reactivation mechanism.

Contributing input also came from Bangka Belitung, which proposed that verified membership data be permanently established and displayed on the PWI website. North Sulawesi requested clarification regarding members who have paid their membership fees to the previous board but have not yet received their KTAs. Meanwhile, Riau questioned whether there was a personal conflict between members and the Chairperson of the Provincial PWI.

Meanwhile, the Yogyakarta Special Region requested clarification regarding the status of members prior to 2012. Papua then reported on the development of management structures in several new provinces that have not yet met the organization’s requirements.

In response to these inputs, the PWI Central Office explained that the formation of a definitive management structure in a new province requires a minimum of six regular members and a management structure in two regencies/cities. If these requirements are not met, the management structure will remain acting (Plt).

The meeting also confirmed that members who have completed the UKW (Community Worker Competency Test) but have not yet participated in the OKK (Competency Test) will remain Junior Members. To become a Regular Member, they are required to participate in the OKK in accordance with the Articles of Association (AD/ART). Members who experience a change in identity simply need to update their data by attaching their latest ID card (KTP).

Furthermore, the PWI emphasized that members holding Government Employees with Work Agreements (PPPK) status must take leave or be inactive from PWI membership. Civil Servants (ASN) cannot be issued KTA (Certificate of Employment) as active members, according to the organization’s regulations.

Conferences Must Refer to Reactivation Decree

As a result of the meeting, all PWI provincial and district/city conferences held after National Press Day (HPN) 2026 must adhere to the provisions of the Decree (SKEP) on Membership Reactivation.

The reactivation membership card (KTA) is scheduled to be issued on National Press Day, February 9, 2027. For Ordinary Members nominated to become administrators at the provincial or district/city conferences in 2026, the KTA will be issued no later than seven days before the issuance of the management decree.

“We want the entire regional conference process to be well-managed, transparent, and based on organizational regulations. This membership structure is an important foundation for strengthening PWI going forward,” said Akhmad Munir.

To oversee the implementation of this policy, the Central Indonesian Journalists Association (PWI) formed a Task Force (Satgas) consisting of Atal S. Depari, Zulkifli Gani Ottoh, Mirza Zulhadi, Suprapto Sastro Atmojo, M. Selamet Susanto, Djoko Tetuko Abdul Latif, Anrico Pasaribu, and Sumber Rajasa Ginting.

In a follow-up meeting of the daily board, it was also decided that for PWI Provinces/Regencies/Cities that will hold a chairman/board election conference in 2026 or before February 9, 2027, reactivation is not yet effective. Reactivation will be effective after February 9, 2027.

After February 9, 2027, members whose cards are reactivated will only have the right to vote but not the right to be elected.

“The right to be elected does not apply to the immediate conference, but to the next or subsequent conference,” Munir concluded. (Red)
