progresifjaya.co.id. TANGERANG – The tragic death of a 21-year-old female university student from Serang, Banten—identified by the initial S—continues to spark a wave of public demands for action. The victim lost her life due to intoxication after allegedly being force-fed ecstasy pills and Riklona by an acquaintance, a man identified as ID. ID has since been detained and tested positive for drugs following a urine test conducted after the karaoke party at a nightlife venue in the PIK 2 area, Tangerang Regency. S was ultimately found dead at a hotel in Cengkareng, West Jakarta.

In response to this heartbreaking incident, nightlife venue observer S. Tete Marthadilaga—familiarly known as Mas Tete Martha—has spoken out. He highlighted the unique and confusing nature of the geographical jurisdictions involved, which often leaves the public puzzled regarding the handling of the PIK 2 case.

Mas Tete Martha explained, that the PIK 2 mega-project area—spanning the Kosambi and Teluknaga districts—possesses a unique legal structure. Administratively, PIK 2 falls under the jurisdiction of the Tangerang Regency Government, not Tangerang City. However, regarding police security, the area does not report to the Polresta Tangerang under the Polda of Banten; instead, it falls under the jurisdiction of the Polres Metro Tangerang Kota, which reports to the Polda Metro Jaya.

“It is this confusion between administrative boundaries and police jurisdictions that often baffles the public. Because the location is in Tangerang Regency, people assume it is a matter for the Polresta of Tangerang in Tigaraksa. In reality, regarding police jurisdiction, it falls under the authority of the Polres Metro of Tangerang City because the Polsek of Teluknaga reports to them,” Mas Tete Martha explained in his official statement today.

Furthermore, Mas Tete Martha outlined the cross-jurisdictional law enforcement mechanisms currently in place.  Since the locus delicti—or the location where the deceased victim was found—is in West Jakarta, the primary investigation and the detention of the suspect, ID, are being handled entirely by the Polres Metro of West Jakarta.

“Although the Polres Metro of West Jakarta are leading the criminal investigation, they are required to coordinate with and be accompanied by the Polres Metro of Tangerang City when conducting interrogations, processing the crime scene, or gathering evidence at the PIK 2 karaoke venue. This synergy between police precincts is crucial to ensure the legal evidence is solid,” he explained.

On the other hand, Mas Tete Martha emphasized that authority regarding business licensing rests solely with the Tangerang Regency Government, not the police or the City Government. The tourism industry permit for the nightlife venue was officially issued by the Tangerang Regency Investment and One-Stop Integrated Services Agency (DPMPTSP).

He asserted, that if the police investigation reveals elements of negligence, facilitation, or the toleration of narcotics trafficking by the karaoke management, the offense would be classified as a serious violation that does not require a process of graduated warnings.

“The investigation results from the Polres Metro of West Jakarta regarding the karaoke crime scene must be coordinated immediately. We urge the Polres Metro of Tangerang City to issue a written recommendation to the Tangerang Regency Government based on those findings. Subsequently, the Tangerang Regency DPMPTSP must immediately and permanently revoke the tourism business license for the karaoke venue in PIK 2,” said Mas Tete Martha.

“The sealing of the premises must be executed immediately by the Tangerang Regency Public Order Agency (Satpol PP). There must be no selective enforcement or compromise regarding nightlife venues that destroy the nation’s youth and claim lives,” he continued.

Mas Tete Martha emphasized, that his party would continue to closely monitor this cross-jurisdictional and inter-agency law enforcement collaboration to ensure the nightlife tourism industry in the Tangerang area remains free from the grip of illicit drug trafficking. (Bembo)
