progresifjaya.co.id, CIAMIS – The Polres of Ciamis under the Polda of West Java have launched an innovative public service initiative known as the Bhabinkamtibmas Driver’s License (SIM) Program. Officially launched by Kapolres Ciamis, AKBP Eko Iskandar, this program is designed to bring SIM application services closer to the community at the village level.
Through the Bhabinkamtibmas SIM Program, residents receive guidance and training before taking the official driver’s license examination at the Polres of Ciamis Driver’s License Administration Unit (Satpas). The service prioritizes transparency, ease of access, speed, and accountability, while strictly prohibiting illegal levies or extortion (pungli).
Kapolres Ciamis, AKBP Eko Iskandar stated, that the Bhabinkamtibmas SIM innovation was created to enable residents to better prepare themselves before undergoing the various stages of the driver’s license examination.
“The goal of this innovation is to bring services closer to the community and to provide service that is transparent, accountable, fast, and easy, without any illegal levies,” said Kapolres Eko Iskandar on Monday, October 5, 2026.
In practice, Bhabinkamtibmas personnel assigned to each village will provide guidance to residents in their respective areas. The training covers both theoretical understanding and practical driving skills in preparation for the driver’s license exam.
“We have tasked the Bhabinkamtibmas officers in the villages with training the residents they serve—covering both practical skills and theory. We have also equipped these personnel with the necessary knowledge and skills to conduct such training. Consequently, when applicants arrive at the Satpas, they are truly prepared and competent,” he explained.
Kapolres Eko Iskandar emphasized, that the Bhabinkamtibmas SIM Program does not eliminate the requirements or competency standards for issuing driver’s licenses. Every applicant is still required to follow the official procedures and examinations in accordance with prevailing regulations.
After receiving preparatory guidance at the village level, residents who are ready will be accompanied to the Polres of Ciamis Satpas to undergo the official testing stages.
The Polres of Ciamis are also closing loopholes for illicit brokerage practices by requiring applicants to make Non-Tax State Revenue (PNBP) payments independently via official payment counters.
“Our personnel, including Bhabinkamtibmas officers, are strictly prohibited from accepting entrusted payment funds. Applicants must pay directly at the official bank counter. This is our measure to break the chain of illicit brokerage and ensure clean public service,” he emphasized.
Currently, the Bhabinkamtibmas driver’s license program is still in its initial stage, involving public outreach and training sessions at the village level.
Kapolres Eko Iskandar hopes,that the Bhabinkamtibmas SIM innovation will benefit the community, particularly residents who need a license to support their daily livelihoods.
“We hope this breakthrough can help many residents—especially workers who rely on a driver’s license to earn a living, such as motorcycle taxi drivers, public transport drivers, and bus drivers,” he reiterated. (Bembo)
