progresifjaya.co.id, JAKARTA – The Executive Director of the Indonesian Police Strategic Studies Institute (Lemkapi), Edi Saputra Hasibuan, expressed his deep appreciation for the TNI Commander’s policy of promoting the Pangdam Jaya to a three-star rank, or Lieutenant General (Letjen). Therefore, he hopes the Kapolri will implement a similar policy by promoting the Kapolda Metro Jaya to a three-star rank, or Commissioner General (Komjen)

“The magnitude of the duties and responsibilities of the Pangdam Jaya in securing the nation’s capital, Jakarta, is equal to that of the Kapolda Metro Jaya. Therefore, i believe a promotion to a three-star rank like the Pangdam Jaya is a good thing. We just have to wait and see when the Kapolda Metro Jaya will also be promoted to a three-star rank,” said the man, who also serves as an Expert Advisor to the Kapolri for Legal, Police, and Criminology, on Sunday, March 29, 2026.

He also explained, that the proposal to immediately promote the Kapolda Metro Jaya to a three-star rank, or Komjen, has many grounds for proposal to the Kapolri. In addition to the promotion of the Pangdam Jaya, which is equivalent to the current Kapolda Metro Jaya, to Letjen (or three-star), the Kapolri, Jenderal Pol Listyo Sigit Prabowo, has also twice promoted active Kapolda Metro Jaya’s to three-star ranks, or Komjen.

The first active Kapolda to receive a three-star promotion was the Kapolda of the Papua, Komjen (Ret.) Mathius D. Fakhiri. He received an extraordinary promotion while still serving as Kapolda of the Papua in 2024.

Komjen (Ret.) Imam Sugianto also received a similar promotion. Although the three-star promotion was for his new position as the Main Assistant to the Kapolri for Operations (Astamaops), his promotion to Komjen was actually achieved while still serving as the Kapolda of the East Java.

Outside Indonesia, the position of Kapolda, which holds the equivalent of a three-star rank, also exists in New York City, USA. As the most populous city in the United States, the New York City Police Chief/Police Commissioner, currently held by Jessica Tisch, also holds the same authority and leadership as a three-star high-ranking officer in the Polri. Although technically, the police commissioner position in the NYPD is a civilian position, not an officer.

Similarly, the highest position in the London Metropolitan Police, currently held by Peter O’Doherty, is also equivalent to a three-star police officer. It can even be higher in operational terms. Similarly, the Beijing Municipal Public Security Bureau, currently led by Qi Yanjun as bureau chief, holds the equivalent of a three-star general.

“Based on this substantial data, it is certainly appropriate for the Kapolri to immediately promote the Kapolda Metro Jaya to Commissioner General or Komjen,” said Edi who also wrote the book Police Law and Police Legal Politics.

“Moreover, the current Kapolda Metro Jaya, Irjen Pol Asep Edi Suheri, graduated from the Indonesian National Police Academy in 1994. His classmate, the Head of the National Narcotics Agency (BNN), Komjen Pol Suyudi Ario Seto, also graduated from the Indonesian National Police Academy in 1994.
