IPW: Kalibata Assault Incident Dilemmatic, But Polri Discretionary Suggestion Is Highly Justified

progresifjaya.co.id, JAKARTA – The assault incident in the Kalibata Heroes Cemetery area, which resulted in the deaths of two debt collectors, Miklon Edisafat Tanone (41) and Novergo Aryanto Tanu (32), on Thursday afternoon, December 11, 2025, has received serious attention from Indonesia Police Watch (IPW). This includes the police’s discretionary approach to law enforcement, which has named six personnel from the Polri Headquarters Service Unit (Satker Yanma) as suspects in the case.
In his opinion, IPW Chairman Sugeng Teguh Santoso argued that, this outrageous incident was like the explosion of a grenade thrown onto a surface. He likened the thrown grenade to a complex situation encompassing socio-economic, psychological, and legal aspects.
“In my understanding, the socioeconomic aspect is a situation where people are struggling financially, resulting in many motorcycle loans being in default. Then, debt collectors emerge, also struggling financially, but their behavior is rude and tends to use violence to humiliate people by forcibly towing vehicles off the road,” said Sugeng, who currently serves as Secretary General of the National Leadership Council of the Indonesian Advocates Association (Peradi), Sunday, December 14, 2025.
“So, it’s exactly the same model as the figure of Dursasana, the second son of the Kurawa, who humiliated Draupadi by grabbing her hair and dragging her out of her room when the Pandavas lost a game of dice. The difference is that in the Mahabharata, the one who was angry and antipathetic was Bima, while in the case of leasing debt collectors, the majority of our society is like that,” he added anthropomorphically.
On the other hand, Sugeng continued, the six suspects in the case are Polri personnel from the Yanma Work Unit. A work unit that—frankly—does its best to keep out of the personnel’s dreams due to its less-than-stellar image. There have even been references to police officers being treated like prisoners or being parked without their positions while undergoing investigations. Not really, right.
Situations like this, Sugeng explained, have the psychological potential to make his personnel hopeless, desperate, and helpless. So, when they see debt collectors acting allegedly harshly and possibly using violence, the psychological state of these Yanma members feels like they’ve been given a platform to vent their anger. This ultimately leads to this violent incident.
“Yes, it’s indeed a dilemma, rationally speaking. But the Polri’s law enforcement discretion is also completely justified. This is an absolute violation of the law.
