The following is a transcript of the full statement from the Polri Headquarters regarding the press conference on this case:
Head of the Kabareskrim Polri, Komjen Pol Asep Safrudin:
The Bareskrim Polri has conducted a series of investigative actions—concerning information that you may have already heard since yesterday or earlier today—regarding alleged criminal acts involving illegal wiretapping, the deletion of electronic data, and unauthorized access.
To provide a brief chronology: between 2025 and 2026, the suspects allegedly ordered wiretapping operations without following the procedures stipulated in the Polri’s regulations on wiretapping (Police Regulation/Perkap Number 5 of 2010).
Specific phone numbers were entered into the Lawful Interception Management System (LIMS) server without undergoing any verification. These numbers were then monitored (tapped) despite there being no connection to any legitimate law enforcement process—such as an authorized investigation or inquiry—as required by prevailing laws.
Subsequently, around October 2026, the suspects ordered the deletion of files containing the intercepted data from the LIMS computer system. The complainant, an officer who became aware of these actions, filed a formal police report on October 30, 2026.
The Bareskrim of the Polri has conducted a series of investigative steps, including the examination of 10 witnesses and three expert witnesses. Furthermore, we have seized evidence consisting of 11 mobile phones, one iPad, and four flash drives.
Based on the results of a scientific crime investigation and the case management process, investigators have named three individuals—identified by the initials LSP, ASN, and EH—as suspects. Meanwhile, another individual, identified as SU, is currently being questioned as a witness.
The suspects are alleged to have carried out unauthorized or illegal wiretapping targeting the telephone number of the President of the Republic of Indonesia, state officials, political figures, media representatives, leaders of mass organizations, non-governmental organizations (NGOs), and businesspeople.
Regarding the modus operandi, between 2025 and 2026, the suspects allegedly ordered wiretaps without the required formal requests from investigators or accompanying police reports (LP). These wiretaps were conducted without any connection to legitimate law enforcement efforts. In October 2026, the suspects reportedly deleted log records to cover their tracks.
Monitoring and wiretapping activities must strictly adhere to the Kapolri Regulation (Peraturan Kapolri) Number 5 of 2010. This regulation mandates that such actions uphold the principles of human rights protection, legality, legal certainty, consumer protection, and confidentiality—and that they be conducted solely for the purposes of investigation, prosecution, or judicial proceedings concerning criminal offenses as defined by law.
The three suspects are charged under Article 258 of Law Number 1 of 2023 (the Criminal Code), which prohibits the unlawful interception, recording, diversion, alteration, obstruction, or logging of non-public electronic information transmissions. This offense carries a maximum penalty of 10 years of imprisonment.
Secondly, we are applying Article 332, paragraphs (1) and/or (2) of Law Number 1 of 2023 concerning the Criminal Code (KUHP), which addresses the intentional and unauthorized access to another person’s computer and/or electronic system—by any means, including for the purpose of obtaining electronic information—punishable by up to 6 years of imprisonment.
Thirdly, we are also invoking the ITE Law (Law on Information and Electronic Transactions), specifically Article 32, paragraph (1), which concerns the intentional and unauthorized—or unlawful—alteration, damage, deletion, relocation, or concealment of electronic information belonging to another person or the public, punishable by up to 8 years of imprisonment.
Colleagues, this marks the beginning of the investigation process by the Bareskrim of the Polri, with the Cyber Directorate serving as the investigating unit. This is merely the initial stage; we have already named three suspects, while one other individual is currently being questioned as a witness. This demonstrates our commitment—and that of our investigative team—to conducting these proceedings in a professional, transparent, and accountable manner.
Inspector General of the Polri, Komjen Pol Asep Edi Suheri:
The examination process is currently being conducted by the Bareskrim and the Internal Affairs Division (Div Propam) of the Polri. In accordance with Polri Regulation (Perpol) Number 4 of 2025—the sixth amendment to the previous regulation (Perkap) Number 6 of 2017 regarding the organizational structure and operational procedures (SOPK) at the Polri Headquarters level—the Office of the Inspector General (Irwasum) is overseeing the investigation to ensure it is carried out in a professional and proportionate manner.
It should be noted that the Polri has established regulatory instruments, specifically Kapolri Regulation (Perkap) Number 5 of 2010, which governs the duties of the Polri Monitoring Center to ensure all operations adhere to established procedures. Therefore, the current situation is strictly a matter involving specific individuals, rather than a reflection of the Polri’s institutional policy. Furthermore, we ensure that our services to the public continue as usual. That is all we have to share. Thank you.
Head of the Public Relations Division of the Polri, Irjen Pol Johnny Eddizon Isir
On this occasion, we would like to address the information currently circulating. First, the Indonesian Polri is taking the reports—which have been developing dynamically, including within media circles—regarding an alleged incident of “illegal access” very seriously.
Therefore, as a demonstration of our commitment and accountability, the Polri will provide an explanation regarding the investigation into the personnel involved—an investigation conducted in a professional, objective, and transparent manner.
As we are all aware, this aligns with the vision of the Kapolri, to ensure internal integrity. Public trust begins with a police force that carries out its duties with integrity and responsibility, thereby upholding the public’s confidence in the institution of the Polri.
Furthermore, during this press conference, the Kabareskrim of the Polri, Komjen Pol Asep Safrudin, will provide details regarding the handling of this case. Additional remarks will also be made by the Inspector General of the Polri, Komjen Pol Asep Edi Suheri, S.I.K., M.Si.
To save time, i now invite the Head of the Bareskrim to explain the handling of the alleged case mentioned earlier. (Bembo)
