IMW Finds Evidence of Rp2,6 Billion Per Month Corruption at the Bogor Regency PUPR, the Regent and the Itwasda To Play Dumb

progresifjaya.co.id, BOGOR REGENT – The Indonesian Morality Watch (IMW) NGO has uncovered allegations of budget misappropriation at the Bogor Regency Public Works and Spatial Planning Agency (PUPR). The fraud in question involved falsifying identity cards (KTPs) to manipulate worker data (field laborers). Project implementers are suspected of falsifying KTP numbers to disburse fictitious wages estimated at Rp2,6 billion per month.
In addition to manipulating worker data, the Bogor Regency PUPR Agency is also suspected of engaging in other forms of budget misappropriation.
The first budget misappropriation involved budget markups. IMW found indications of budget markups in road maintenance funds, followed by manipulation of reporting on fuel (BBM) usage and wages for unskilled field laborers (BLTT) during physical activities.
There’s also evidence of stalled projects with substandard quality. Road project workers are suspected of purchasing materials below the budget plan (RAB). As a result, the quality of the roads quickly deteriorated due to the use of low-quality materials. This appears to have been ignored by technical officials, who pretended to be ignorant and gullible.
Misconduct also occurred in sanitation projects. The individual septic tank self-help program, which allegedly functioned suboptimally, provided an opportunity for irregularities by the contractors.
The Chairman of the West Java Regional Executive Board (DPD) of the Indonesian Morality Watch (IMW), Edwar in a statement emphasized, that his team’s findings were considered valid A1 because they were accompanied by initial data and the names of the parties allegedly involved.
“We’ve provided indications and supporting data. What we see is no concrete action. If there really is something wrong, it should be investigated, not looking for loopholes to justify it. This is about public money that must be safeguarded,” said Edwar, Monday, June 1, 2026.
He also questioned the role of the Regional Inspectorate (Itwasda), the government’s internal watchdog, which has been ineffective in addressing these alleged irregularities. Or perhaps they are even suspected of being complicit in this machinations. Who knows?
“What is the Inspectorate’s job if there are allegations supported by data, but they are lazy and unwilling to follow up? In fact, it’s reported that individuals suspected of involvement, instead of being sanctioned, are instead being promoted. Where is the justice and the promise of ‘Special Bogor’ if this kind of thing is allowed to continue?” Edward snapped, annoyed.
“Or perhaps there’s collusion with the Bogor Regent as a token of gratitude for paying him a large sum of money for the irregularities? So he’s being promoted. Ask why?” he added, grumbling.
Edwar further explained, that if the Iwasda continues to appear ineffective in addressing these irregularities, the IMW NGO, acting as a social control agency, can report these findings to oversight bodies such as the Corruption Eradication Commission (KPK) and the Bogor Regency District Attorney’s Office.
“We don’t just make accusations of corruption. However, if there is data that points to it, it should be investigated openly. Don’t let public trust in the regional government erode simply because they lack the courage to examine themselves,” Edwar reiterated.
“Regent Rudy Susmato and law enforcement officials must conduct a thorough audit of problematic projects under the Bogor Regency PUPR. The public deserves an open explanation and clarification from the Bogor Regency Government, not pretending to be play dumb,” Edwar reiterated.
