Required Documents
Several requirements must be met to process a vehicle transfer. Ensure that names and identity details are consistent across all documents to avoid the need for repeated corrections. Here are the documents you need to prepare:
1. KTP of the new owner or the owner changing their domicile (matching the new address)
2. Original STNK
3. Original BPKB (Vehicle Ownership Book)
4. Proof of handover or proof of ownership (e.g., a stamped receipt if the vehicle has changed hands)
5. The physical vehicle itself for a physical inspection of the chassis and engine numbers
6. A stamped power of attorney (if the process is handled by a third party)
Vehicle Transfer Procedure
The first step in the vehicle transfer process is the physical inspection of the vehicle. Visit the physical inspection area at the original Samsat office to have the chassis and engine numbers verified (rubbed/traced). Keep the inspection results, as they will form part of the transfer dossier.
Next, visit the Samsat office where the vehicle is currently registered. Submit the documents and the physical inspection results to apply for an “outgoing transfer” (withdrawal of the vehicle file). Officials will then process the removal of the vehicle’s data from the original Samsat office.
After that, settle any applicable fees. Make the required payments based on the vehicle’s status—such as overdue taxes, the Compulsory Contribution for Traffic Accident Victims (SWDKLLJ), and Non-Tax State Revenue (PNBP) administrative fees related to the transfer process. Once the outgoing transfer is complete, you will receive the vehicle’s file to take to the destination Samsat office corresponding to your new place of residence. The next step is the incoming transfer process (mutasi masuk) at the destination vehicle registration office (Samsat). Visit the Samsat office corresponding to the address on your new ID card (KTP). Submit the transfer dossier, the Vehicle Registration Certificate (STNK), the Vehicle Ownership Book (BPKB), and other required documents. If the transfer involves a change of ownership, apply for a title transfer (balik nama) for the STNK. Complete the data verification and make the required payments.
The destination Samsat will issue a new STNK reflecting your current domicile and updated identity details. The vehicle license plate (TNKB) may also be issued in accordance with local regulations.
