Illegally Selling 320 Kg of Pangolin Scales, Prosecutors Demand 9 Years in Prison for Rogue Aipda Aipda Alfi Hariadi Siregar

progresifjaya.co.id, JAKARTA – The Asahan District Attorney’s Office has announced a single charge against defendant Aipda Alfi Hariadi Siregar, a rogue police officer from the Asahan Polres Criminal Investigation Unit who illegally sold 320 kg of protected pangolin scales. The indictment was read out at the Kisaran District Court, Asahan, North Sumatera, on Tuesday, (25/11).
Two public prosecutors (JPU) assigned by the Asahan District Attorney’s Office, Dos Tiroy Hattor Halomoan, SH, and Agus Tri Ichwan, SH, read out the single charge. The Public Prosecutor stated that Aipda Alfi Hariadi Siregar bin Ahmad Siregar was found guilty of committing a conservation crime by violating Article 40A paragraph (1) letter f in conjunction with Article 21 paragraph (2) letter c of Law Number 32 of 2024 concerning amendments to Law Number 5 of 1990 concerning the Conservation of Biological Natural Resources and their Ecosystems. He was also charged with violating Article 55 paragraph (1) point 1 of the Criminal Code.
For all these charges, the Public Prosecutor demanded a nine-year prison sentence, minus the time served by the Public Prosecutor. The defendant was also fined Rp 500.000.000, or six months in prison.
The next trial for defendant Aipda Alfi Hariadi Siregar will resume on Tuesday, December 2, 2025, with the agenda of presenting a plea or defense statement from the defendant.

The Head of the Intelligence Section of the Asahan District Attorney’s Office, Heriyanto Manurung, SH, told the author that the case involving defendant Aipda Alfi Hariady Siregar was handled by the North Sumatera Regional Environmental and Forestry Law Enforcement Team.
The case file then entered the first stage of the transfer process to the North Sumatera High Prosecutor’s Office. After being declared complete (P21), it proceeded to the second stage of the transfer process, where suspect Aipda Alfi and evidence were handed over to the Asahan District Attorney’s Office. After that, defendant Aipda Alfi was wheeled into the Kisaran District Court courtroom, as is currently the case.
“Defendant Aipda Alfi is still an active member of the Polri at this time. He hasn’t been suspended from his duties by his superiors. But i’ve heard he’s already undergone a professional code of ethics hearing. I haven’t heard the verdict yet,” Heriyanto Manurung, SH, told the author on Thursday evening (27/11)
“Perhaps it will coincide with the verdict at the Kisaran District Court or after the Kapolda North Sumatera learns about the information violation case. Hopefully, the code of ethics will be sentenced soon,” he added.
Three Already Sentenced

Defendant Aipda Alfi Hariadi Siregar bin Ahmad Siregar is the last criminal yet to receive a sentence in this case. This differs from the other three perpetrators, Amir Simatupang, Rahmadani Syahputra, and Muhammad Yusuf.
Amir Simatupang was sentenced to seven years in prison and a fine of Rp 500.000.000, or six months’ subsidiary sentence. However, at the sentencing, his sentence was reduced to three years in prison and six months’ subsidiary sentence.
He refused to accept the verdict. He then filed an appeal, hoping to get his sentence reduced. But it turned out to be a disaster. In the High Court, the sentence was reduced to seven years, along with a fine of Rp 500.000.000, or six months’ subsidiary sentence. So, he was forced to take the final step of appealing to the Supreme Court. And even then, trembling with fear. Oh, Amir Simatupang is sweating with anxiety, bro. His sentence could be further increased at the Supreme Court. Yes, ur risk, bro.
Next up are the two other perpetrators in this case. They are Muhammad Yusuf and Rahmadani Syahputra, both active-duty TNI soldiers. Because they are still active-duty soldiers, both are undergoing military trials with the military prosecutor as prosecutor.
Muhammad Yusuf, with the rank of Master Sergeant and NRP 31970394270476, was a Babinsa of the 06/Kisaran Military District Command (Kodim 0208/As) when he was implicated in this case. For his reckless act of storing and trading pangolin scales, he was sentenced to eight months in prison minus the time served. He was also fined Rp 100.000.000, in lieu of one month’s imprisonment.
Meanwhile, Rahmadani Syahputra, with the rank of Second Sergeant and NRP 31090410401289, was a Babinsa of the 06/Kisaran Military District Command (Kodim 0208/As) when he was implicated in this case.
He also received a similar sentence to Muhammad Yusuf, namely eight months’ imprisonment minus the time served. He was also fined Rp100.000.000, or one month’s imprisonment. (Bembo)
