The Polri Encourage National Collaboration To Combat Piracy and Protect the Indonesian Film Industry

progresifjaya.co.id, JAKARTA – The phenomenon of digital piracy remains a serious threat to the national film industry amidst the rapid development of technology and digital content distribution. According to data from the Coalition Against Piracy (CAP), the Asia-Pacific region will experience more than 215 billion visits to illegal film streaming and download sites by 2025, with Indonesia among the top five countries with the highest access rates.
This deeply concerning situation underscores the importance of cross-sector synergy to strengthen the protection of Indonesian works and enhance digital security.
Therefore, as a solution, the Polri Public Relations Division held a production house (PH) meeting with the theme “Protecting the Works of the Nation’s Children in the Digital Era: National Synergy Against Piracy and Cybercrime and Strengthening Police Ethics Education in the Film Industry”. Stakeholders were encouraged to work towards building a common understanding and strategic steps to safeguard the sustainability of the Indonesian film industry.
In his remarks, Brigjen Pol Trunoyudo Wisnu Andiko, Head of Public Information Bureau of the Polri Public Relations Division, emphasized that the Polri has a strategic role in protecting intellectual property rights and maintaining the security of the digital space, a new ecosystem for the film industry.
Therefore, the Polri are required to be adaptive and responsive to technological developments and the challenges of the ever-evolving digital world.
“Handling issues in the film industry cannot be done in isolation. It requires synergy between the government, law enforcement officials, industry players, academics, and the public,” said Brigjen Pol Trunoyudo.
He also emphasized, that the Polri is open to collaboration with film industry professionals to present a professional, humane, and educational image of the Polri. The meeting with production houses is expected to foster a shared vision, shared commitment, and concrete, sustainable steps to protect the nation’s works.
“This meeting is expected to generate ideas, solutions, and strategic cooperation for the advancement of the Indonesian film industry,” said Brigjen Pol Trunoyudo.
On the same occasion, the Director of Digital Ecosystem Development at the Ministry of Communication and Digital, Sonny Hendra Sudaryana also stated, that trust is a key factor in the growth and strengthening of the national digital economy.

The meeting, themed “Protecting the Nation’s Works in the Digital Era: National Synergy Against Piracy and Cybercrime, and Strengthening Police Ethics Education in the Film Industry,” initiated by the Polri Public Relations Division.
Therefore, to strengthen the digital ecosystem, the government has introduced the 6C strategic framework, encompassing Connectivity, Competency, Capital, Catalysis, Commerce, and Compliance, as the foundation for developing an inclusive and sustainable digital economy.
He explained, that strengthening the national digital infrastructure must also be accompanied by increasing the public’s digital talent and literacy so they can adapt to technological developments. Furthermore, investment support, financing, and accelerated development of the digital ecosystem also play a crucial role in encouraging the growth of the national creative industry and digital technology.
In Sonny’s view, digital content piracy not only causes economic losses for industry players but can also dampen the spirit of creativity and hinder the sustainable growth of the national creative ecosystem.
Therefore, available digital platforms are expected to have effective blocking mechanisms to prevent the spread of illegal content and build public trust as healthy and quality content distribution platforms.
Meanwhile, Kompol Jeffrey Bram, a representative of the Cyber Crimes Directorate of the Indonesian Polri’s Criminal Investigation Agency (Bareskrim Polri), emphasized the importance of strengthening cybersecurity at film production houses and distribution platforms. This aims to prevent content leaks and the illegal distribution of films before and after official distribution.
He also stated, that digital system security in the film industry must now be implemented comprehensively, including strengthening data storage systems, controlling distribution access, and protecting servers and digital platforms.
We can no longer rely solely on blocking illegal sites to combat digital piracy. A preventative approach through education and increasing public digital literacy is also needed.
“Public education is crucial to raise legal awareness regarding the legal use of digital content and the negative impact of piracy on the national creative industry,” explained Kompol Jeffrey.
He also stated, that regulations regarding digital content moderation refer to Article 40 of Law Number 1 of 2024 concerning amendments to the Electronic Information and Transactions Law (ITE). Then there is Government Regulation Number 43 of 2023, and Ministerial Decree Number 522 of 2024 which regulates the obligations of digital platforms to handle illegal content.
Kompol Jeffrey also hopes, that this meeting will quickly awaken all parties to the need for strong collaboration between the government, law enforcement, film industry players, digital platforms, academics, and the public. This strong collaboration is essential for building a safe, healthy, and highly competitive national film ecosystem in today’s digital age.
