progresifjaya.co.id, RIAU – The Polda of Riau have taken a decisive, measured, and smart step to address the dynamics of public order and security in the Panipahan area, Rokan Hilir Regency. A follow-up evaluation was conducted, ultimately resulting in the decision to rotate personnel. This decision was made through a lengthy process based on a comprehensive evaluation involving internal oversight functions.

Previously, Kapolda of Riau, Irjen Pol Herry Heryawan had taken a decisive initial step by dismissing the Kapolsek of Panipahan, AKP Robiansyah, and the Head of the Panipahan Criminal Investigation Unit, Aipda Rahmat Ilyas. These dismissals were a form of command responsibility for the chaotic events that followed the riots, which were caused by negligence in handling reports related to narcotics.

“Based on the evaluation results from the Regional Supervisory Agency (Iwasda), the Internal Affairs and Security Agency (Propam), and through a lengthy Wanjak (Polri Advisory Council) process, we conducted a comprehensive assessment of personnel performance at the Panipahan Police. Based on these results, it was decided to implement a major rotation targeting the unit heads and officers assigned there,” explained Irjen Pol Herry Heryawan to reporters on Tuesday, April 14, 2026.

He explained, that this step is a form of organizational restructuring and a corrective measure to ensure optimal police services and responsiveness to the situation on the ground.

“We want to ensure that the presence of the Polri is truly felt by the community. They are able to maintain public order and security stability while also responding to various evolving dynamics,” he explained.

Kapolda Herry also stated, that the decision was made as a form of institutional concern and response to the aspirations of the Panipahan community, who have recently expressed concern about the security situation in their area.

“We have heard the community’s aspirations. The concerns of Panipahan residents are of serious concern to us. Therefore, every step we take is not only based on the results of internal evaluations, but also as a form of moral responsibility to ensure a sense of security within the community,” he emphasized.

The Polda of Riau, said Kapolda Herry Heryawan, have also formed an Anti-Drug Task Force that encompasses integrated monitoring and law enforcement functions. This demonstrates a commitment to zero tolerance for drug trafficking. Moreover, drug handling cannot be carried out in a casual manner.

“We have formed an Anti-Drug Task Force that focuses not only on enforcement but also on comprehensive evaluations of internal performance. This ensures there is no room for deviation,” Kapolda Herry added.

Furthermore, his office will also promote a more comprehensive approach—in collaboration with the Riau Province National Narcotics Agency—to proclaim Panipahan as a Drug-Free Village (Bersinar).

“Going forward, we will promote Panipahan as a Shining Village. This is not only about law enforcement, but also an effort to build social resilience in the community so they can collectively reject and combat drugs,” said Kapolda Herry.

To strengthen this effort, he continued, the Polda of Riau will also implement the 2026 Lancang Kuning Anti-Drug Operation (Antik), which will simultaneously target all police precincts in Riau Province.

“We will conduct Operation Lancang Kuning Antik 2026 on a massive scale throughout the Polda of Riau jurisdiction. This is part of our concrete steps to suppress drug trafficking down to its roots. We will also ensure there is no room for drug networks in Riau,” Kapolda Herry emphasized.
