Lemkapi Supports Proposal to Limit Kapolri’s Term to a Maximum of 3 Years

progresifjaya.co.id, JAKARTA – Executive Director of the Indonesian Police Strategic Studies Institute (Lemkapi), Edi Saputra Hasibuan, supports the House of Representatives Commission III’s proposal to limit the Kapolri’s term to a maximum of 3 years. However, it is also necessary to regulate the minimum term limit, for example, to 2 years.

“If there is a maximum term limit, ideally there should also be a minimum limit, for example, 2 years, so that the President-appointed Kapolri has time to serve,” said Edi Hasibuan on Tuesday, May 19, 2026.

The lecturer in Police Law and Politics at Bhayangkara University also stated, that the regulation on the Kapolri’s term should be included in the Polri Bill. This is needed as a tactical step to encourage leadership regeneration and increase professionalism within the police force. Term limits will also provide certainty in the cadre development system and open up opportunities for the emergence of new leaders within the Polri institution.

“We welcome the House of Representatives Commission III’s proposal to limit the Kapolri’s term to a maximum of three years to maintain organizational dynamics and leadership regeneration within the Polri institution,” said Edi Hasibuan.

However, Edi continued, the regulation must also be flexible and not too rigid. He hopes the Kapolri’s term can still be extended if the President still needs it and obtains the House’s approval.

Furthermore, the position of Kapolri is a strategic state position closely related to governance, political stability, national security, and law enforcement.

“The President, as head of state and head of government, certainly has the authority to determine the continuity of the Polru leadership. Limiting the Kapolri’s term is part of the institutional reform of the Polri to make it more modern, professional, and adaptive to facing evolving security challenges,” explained Edi Hasibuan.

As is known, Deputy Chairman of House Commission III, Ahmad Sahroni, expressed his support for the idea of ​​limiting the Kapolri’s term to a maximum of three years based on career level. He said that term limits are necessary to maintain regeneration within the Polri, especially in strategic positions.

“Support. That’s what I said earlier, that strategic positions like the Kapolri’s tenure is a maximum of three years for regeneration under him. This is the best,” he said some time ago.
