Setara Institute Fully Supports Polda Metro Jaya’s Preventive Strike Team

progresifjaya.co.id, JAKARTA – Hendardi, Chairman of the National Council of the Setara Institute, fully supports the efforts of the Polda Metro Jaya to establish a Preventive Strike Team. The team’s formation aims to anticipate disturbances to public order and security (kamtibmas). He also stated that the Preventive Strike Team can prevent disturbances early on so they don’t escalate into broader conflicts.

“The formation of the Preventive Strike Team by Polda Metro Jaya can essentially be understood as part of strengthening the preemptive policing strategy, or a police approach oriented towards preventing potential disturbances to public order and security (kamtibmas) so they don’t escalate into criminal acts or broader conflicts,” Hendardi told the media on Tuesday, August 4, 2026.

Hendardi explained that, in the modern police paradigm, prevention efforts are one of the police’s primary functions and deserve support as long as they are carried out professionally and in accordance with the principles of the rule of law.

The police, he said, must be able to develop an early detection system and intelligence-based preventive measures. Therefore, the formation of a prevention-oriented unit is an instrument to increase public security while simultaneously suppressing the potential for public order and security disturbances.

According to Hendardi, every police action must remain subject to the principles of legality, proportionality, and respect for human rights. Therefore, he continued, the Polda Metro Jaya must ensure that the Preventive Strike Team’s performance adheres to clear operational standards to prevent public order and security disturbances without resulting in human rights violations.

“However, this preventive orientation must not shift into repressive practices that erode citizens’ rights. The term preventive strike should not be interpreted as authorizing coercive action without a clear legal basis, making arbitrary arrests, profiling certain groups, or restricting civil liberties based on allegations unsupported by adequate preliminary evidence,” he explained.

Hendardi stated, that the Preventive Strike Team will gain public legitimacy if it truly becomes a professional prevention instrument. Therefore, he hopes that the current good performance of the Polda Metro Jaya can continue to improve.

“The police’s quite good performance in solving the Febrie Adriansyah case in the early stages must continue to be improved to further bolster public trust, on the one hand, and to strengthen civil supremacy,” said Hendardi.

“Preventive strikes will gain public legitimacy if they truly become a professional, measurable, and accountable preventive instrument, balancing the maintenance of collective security with respect for citizens’ constitutional rights,” he continued.

Preventive Strike Team

The Head of Public Relations for the Polda Metro Jaya, Kombes Pol Bhudi Hermanto previously stated, that the Preventive Strike Team, which was formed, consists of representatives from operational directorates within the Polda Metro Jaya. This team focuses not only on security in Jakarta but also in the capital’s buffer zones.

“The Kapolda Metro Jaya has confirmed the formation of a Preventive Strike Team consisting of representatives from Operational Directorates within the Polda Metro Jaya. Therefore, initial mitigation measures have been implemented. If any groups attempt to incite unrest or create an unsafe and unsafe situation within the Polda Metro Jaya jurisdiction, including the buffer zones, appropriate, firm, and measured action will be taken immediately,” explained Kombes Pol Bhudi.

He also emphasized that the police will continue to increase the intensity of patrols in border areas, such as the Bekasi and Depok borders with West Java, as well as the Tangerang area, which directly borders Banten. These mitigation measures are being taken to maintain the security of Jakarta.

“Mitigation measures are already underway. We continue to increase patrols, from small-scale, medium-scale, to large-scale, especially in buffer zones that serve as entry points,” he added.
