progresifjaya.co.id, JAKARTA – The Chairman of Commission III of the Indonesian House of Representatives (DPR RI), Habiburokhman, has spoken out regarding President Prabowo Subianto’s distribution of 1,098 sacrificial cows using the state budget under the title Government Assistance to the Community. Habiburokhman stated, that President Prabowo’s actions did not violate any law or Sharia.

In fact, he stated, that the sacrificial animal assistance was a form of state support for communities, Islamic boarding schools, mosques, religious leaders, and other community groups throughout Indonesia during the Eid al-Adha celebrations.

“The state has a social function to assist the community, especially during religious and humanitarian occasions,” he said on Thursday, May 28, 2026.

Legally, he continued, the President’s community assistance program also has a clear legal basis within the state financial system. This is regulated in Article 3 Paragraph 1 of Law Number 17 of 2003 concerning State Finances.  This article emphasizes that state financial management must be carried out in an orderly manner, in accordance with laws and regulations, efficiently, economically, effectively, transparently, and responsibly for the greatest prosperity of the people.

“Furthermore, the 2026 State Budget Law also provides budgetary space for the President’s social assistance program, Banpres (Presidential Assistance) or Banmaspres (Public Assistance), through the Ministry of State Secretariat,” said Habiburokhman.

He also referred to the Indonesian Ulema Council (MUI) fatwa, which states that the use of the State Budget for the procurement of sacrificial animals for the President does not conflict with Islamic law.

“This is not just about the sacrificial ritual. It also reflects President Prabowo’s commitment to the common people, local cattle breeders, and the community,” explained the politician, who also serves as Deputy Chairman of the Gerindra Party.

He also stated, that regarding the narrative that Indonesians are not limited to Muslims regarding the sacrificial animal assistance, Habiburokhman ensured that President Prabowo also considers followers of other religions.

“President Prabowo Subianto’s administration is also concerned about the interests of other religious communities. Various forms of assistance and policies have been implemented to assist other religious communities,” he explained further.
